The project had four overall objectives:
- The study should provide an overview and analysis of past and on-going initiatives carried out in each of the EU27 Member States and other relevant countries to enhance digital literacy.
- The study should provide an overview and review of measurement tools and indicators on digital literacy. The objective was to arrive at an overview over the sources and types of factual information that are currently used in the EU27 and beyond for assessing digital literacy.
- With an outset in the overviews, the project should highlight a number of best practice examples as to different effective methods to enhance digital literacy.
- The study was to identify areas where better or further EU support is desirable to promote digital literacy for lifelong learning.
The project was kicked off on 1 March 2007 and ended in the Spring of 2009. A major event in the project was the presentation and discussion of key results and recommendations at the EU eInclusion summit held in Decembre of 2008 during the French EU presidency.
